Organization Summary
The Adult Protective Services program funded by the Ontario Ministry of Community and Social Services since 1974 was sponsored by several agencies in Victoria and Haliburton Counties and in Peterborough County by the City of Peterborough’s Social Services Department. In 1988 these programs were amalgamated as a non-profit agency governed by a volunteer Board of Directors. Tri-County Adult Protective Services was incorporated on January 24, 1990.
Tri-County Behavioural Services funded by the Ontario Ministry of Community and Social Services since 1975 was sponsored by Trent University until 1998. In 1998, Tri-County Behavioural Services and Tri-County Adult Protective Services were amalgamated. On February 24, 1998, under supplementary letters patent by resolution of the Directors/members of the amalgamated corporation the name of the organization was changed to Tri-County Community Support Services.
On April 1, 2000, Tri-County Community Support Services was registered as a charity and designated as a Charitable Organization.
In November 2020, Tri-County Community Support Services rebranded and became Canopy Support Services.

Canopy Support Services's Mission / Vision
Operating as a Centre of Excellence that provides specialized services and supports to people with intellectual and developmental disabilities, autism, and FASD to enhance their quality of life across their lifespan.
Leading in providing services and supports to empower people to grow and belong.
Taking an individualized approach, we recognize that everyone’s abilities and circumstances are unique, and that they require different supports or solutions to achieve their best quality of life. Our staff work together as a team. Through creativity, strong communication, and collaboration, they empower and inspire confidence in those we serve. We are a capacity-building organization. Through planning, evidence-based approaches, and proactive measures, we form a stable foundation in the lives of those we support. With knowledge and expertise, we play a part in strengthening our community and its people.
Our skilled, compassionate staff are dedicated to providing exceptional support and services. We recognize that those receiving service may need help overcoming barriers of many kinds – within themselves, with family, in community, and more. We seek to always create an environment for learning and growth, where individuals are able to achieve real change.
We advocate for and support individuals in being advocates for themselves, acting with leadership and integrity. We recognize the valuable partners within our community, collaborating with them to support smooth service transitions and to strengthen the overall sector. Canopy Support Services enables people to participate in their community in a way that is the most meaningful to them.
Many of our services are funded by the Ministry of Children, Community and Social Services (MCCSS) which are free of charge to individuals, families, and agencies. In 2019, we began transitioning our Autism services to a fee-for-service model in response to Government changes to the Ontario Autism Program, and are expanding to offer a variety of other services to meet the needs of people in our communities.
About Us
At Canopy Support Services, we empower individuals to overcome barriers and live their best lives. Within a welcoming, safe, accessible environment, those with intellectual and developmental disabilities, Autism Spectrum Disorder (ASD), and Fetal Alcohol Spectrum Disorder (FASD) have access to individualized supports, resources, and specialized clinical services.
We recognize the individual needs, interests and goals of each person seeking services and support. We meet people where they are and support them in moving forward. We provide the knowledge, facilitate the connections, and support the skill-building to develop confidence and help people achieve their best quality of life.
Our primary service area extends across five regions – Northumberland, Peterborough, Kawartha Lakes, Durham, and Haliburton – and is expanding virtually and physically to reach new areas. We work with individuals of all ages to support them in different stages of their lives.
